They do not seem to have decided whether to let it run its course; or do something about it? By dithering it seems that the first one wins by default, which cynically could be what they want, they can then plead that it was not their fault.

Yet again can we have an input from behavioural scientists. Random idea – could the government provide subsidised holidays to all inclusive hotels both here and abroad for 18-35 year olds and anyone else who does not care about catching Covid-19. Make them for 3 weeks or quarantine for a fortnight on return. Ensure that their employers keep their jobs open. We then get the super spreaders out of the system – they could be given certificates to say they have had the disease, or have an app that gives them entry to clubs, etc. – and could then be free to go to pubs and clubs. Airlines and hotels would benefit. They would need to take out insurance or disclaimers for hospital fees.
