So expecting any politician to anything to reduce the CO2 output from their own bodies is like wishing to win the lottery every week for a month. In a way similar to Covid – governments cannot stop the virus, only action by individuals. Governments can facilitate to a certain extent, but it is down to all of us as individuals.
Recycling by individual households has worked well? Councils will not collect recycling from businesses which is ridiculous.
